BE IT ORDAINED THAT:

 

Section 1. The amount of Eight Hundred Fifty Thousand Nine Hundred Eighty One Pesos & 44/100 (Php. 850,981.44) representing Personal Services Savings under the Office of the Sangguniang Bayan and the Office of the Municipal Treasurer from January to June 2013 is hereby reverted and re-appropriated for the clothing/uniform allowance for all officials and employees- Eight Hundred Sixteen Thousand Pesos (Php816,000.00) and for the Productivity Incentive Allowance for all non-elective official and employees- Two Hundred Sixteen Thousand Pesos (Php216,000.00) covering Supplemental Budget No. 1 for Fiscal Year 2013 of the Municipality of Dingras, Ilocos Norte.

 

The budget documents consisting of the following are incorporated herein and made integral part of this Ordinance:

Section 2. Sources of Funds. The sources of funds for this Supplemental Budget No. 1 in the total amount of Eight Hundred Fifty  Thousand Nine Hundred Eighty One Pesos & 44/100 (Php850,981.44) is a reversion of the Personal Services savings under the Office of Sangguniang Bayan and Office of the Municipal Treasurer  as follows:

Section 3. Clothing Allowance. The appropriation herein provided for each department may be used for Clothing Allowance of municipal officials and employees at no more than P5,000.00 each per annum and be granted in accordance with Rule 7.0 of Budget Circular No. 2012-1 dated February 23, 2012.

 

Section 4. Productivity Incentive Benefit/Allowance: The grant of Productivity Incentive Benefit Allowance herein provided shall be given to officials/employees who have at least a satisfactory performance rating for two (2) semesters immediately preceding the year in which the incentive pay shall be released. The total cost of incentive pay that will be utilized for the purpose by local government units in any one year shall in no case exceed the average of P2,000.00 per occupied/filled position.

           

Section 5. Disbursement of funds shall be in accordance with the usual accounting and auditing rules and regulations.

 

Section 6: Funds for the Productivity Incentive Allowance should not be awarded if there is no individual certification from the Head of Office that the employee performed satisfactorily for the last two (2) semesters.

 

Section 7. Funds for the Uniform and Clothing Allowance should follow Civil Service Memorandum Circular No. 22, series 2010.

 

Section 8. The legislative tracking unit of the Sangguniang Bayan is authorized to monitor the disbursements of this ordinance for succeeding legislative action.

 

Section 9. Effectivitiy. This ordinance shall take effect upon approval.
