MUNICIPAL ORDINANCE NO. 2013-09-010

AN ORDINANCE PRESCRIBING REGULATIONS ON THE OPERATION OF THE MUNICIPAL SLAUGHTERHOUSE, DINGRAS, ILOCOS NORTE.

WHEREAS, Section 17 (ix) of the Local Government Code states that one of the basic services of the Local Government Unit is to provide basic services and facilities such as public markets, slaughterhouses and other municipal enterprise;

 

WHEREAS, there is a need for a set of rules and regulations in order for the smooth operation of the facility;

 

WHEREFORE, on motion of Hon. Lester S. Ballesteros duly seconded by Hon. Joey S. Apostol, BE IT ORADINED THAT

 

Section 1. Meat vendors should provide list of their personnel to proper authorities, and the latter shall issue identification card, so as to avoid unauthorized persons entering the premises.

 

Section 2. The fixed time in bringing a livestock in corral at the slaughterhouse are as follows:  

                                    7 a.m.- 10 a.m.

                                    3 p.m. – 5 p.m.

Section 3.

a. Slaughtering hours shall be:

                        11 p.m. – 3 a.m. for market days

                        1 a.m. – 4 a.m. for non-market days

            b. Special permit shall be granted to users who will not be vending their dressed meal in the market but will be using for other occasions.

Section 4. There shall be no extension of slaughtering hours.

 

Section 5. There shall be no burning of rubber materials for cooking.

 

Section 6. Meat vendors shall provide black sheet matting on the flooring of the tricycle (kurong kurong) being used in transporting livestock in order to ensure that pig manures are not being scattered on its way to the slaughterhouse.

 

Section 7. The slaughterhouse must not be used for stocking purposes and/or holding area for live sales. Provided that, all animals brought in the slaughterhouse shall be slaughtered within the day of its arrival. Provided further, that slaughter animal shall not be kept in the lairage for more than 24 hours.

 

Section 8. The meat Inspector must strictly observe and personally examine that no animals shall be brought in the slaughterhouse, except for the purpose of slaughtering and covered with necessary permits/documents required by law, including the necessary information about the animal with respect to its traceability.

 

Section 9. The Meat Inspector shall observe and strictly implement the cleaning and disinfection of the slaughterhouse right after every operation thereof.

 

Section 10. Penalty – a) Any violation of the provisions of this ordinance shall be punished with a fine of P2,500.00; and (b) The meat Inspector and other personnel in the slaughterhouse may be preventively suspended, pending investigation, in case of failure or neglect in the performance of his/her duties and responsibilities. Provided that a probable cause shall be shown thereof.

 

Section 11. Effectivity - This ordinance shall take effect after its posting for three (3) consecutive weeks in a bulletin board at the entrance of the Municipal Hall and in at least two (2) other conspicuous places within the territorial jurisdiction of the municipality.
