MUNICIPAL ORDINANCE NO. 2013-09-005

AN ORDINANCE PRESCRIBING REGULATIONS ON THE OPERATION OF THE MUNICIPAL SLAUGHTERHOUSE, DINGRAS, ILOCOS NORTE.

WHEREAS, Section 17 (ix) of the Local Government Code states that one of the basic services of the Local Government Unit is to provide basic services and facilities such as public markets, slaughterhouses and other municipal enterprise;

 

WHEREAS, there is a need for a set of rules and regulations in order for the smooth operation of the facility;

 

WHEREFORE, on motion of Hon. Lester Ballesteros duly seconded by Hon. Ruben C. Marcos, BE IT ORADINED THAT

 

Section 1. Meat vendors should provide list of their personnel to proper authorities, and the latter shall issue identification card, so as to avoid unauthorized persons entering the premises.

 

Section 2. The fixed time in bringing a livestock in corral at the slaughterhouse are as follows:  

                                               7 a.m.- 10 a.m.

                                               3 p.m. – 5 p.m.

 

Section 3. Slaughtering hours shall be:

                        10 p.m. – 3 a.m. for market days

                        1 a.m. – 4 a.m. for non-market days

 

Section 4. There shall be no extension of slaughtering hours.

Section 5. There shall be no burning of rubber materials for cooking.

 

Section 6. Meat vendors shall provide blacksheet matting on the flooring of the tricycle (kurong kurong) being used in transporting livestock in order to ensure that pig manures are not being scattered on its way to slaughterhouse.

 

Section 7. Penalty - Any violation of the provisions of this ordinance shall be punished with a fine of P2,500.00.

 

Section 8. Effectivity - This ordinance shall take effect after its posting for three (3) consecutive weeks in a bulletin board at the entrance of the Municipal Hall and in at least two (2) other conspicuous places within the territorial jurisdiction of the municipality.
